This design is called an 'Info graphic'. Its a design that contains information that is formatted and designed into the the design itself. The information becomes part of the design and is no longer just information to be placed.

The actual design is pretty tame. The background is probably 100K while the number and things to be emphasized are put in yellow. The type is reversed you of the background and gives the whole design a completed look.

The designer used all caps quite a few times. I think it was used even when there wasn't any need for it. The type is formatted so that the top part of the paragraph is at a smaller point size than the rest. The size and switching to all capitals increases as it nears the bottom.
